The Minister of State for Elderly and Disability Hon. Sarah Kanyike has briefed the press on the status of elections of Workers’ Representatives to parliament.
Article 78 (1) (c) of the Constitution of the Republic of Uganda provides for Representatives of Workers in Parliament. Section 8G (1) of the Parliamentary Elections Act (Amendment) (No. 2) Act, 2015, provides that the five Workers’ Representatives to Parliament shall be elected by an electoral college constituted by delegates drawn from registered Labour Unions and ten(10) delegates representing Non-Unionized workers from Central, Eastern, Northern, and Western regions.
Section 8(G) 2 of the same Act requires the Minister responsible for workers to convene all willing non – unionised workers at every sub-county.
The Ministry of Gender, Labour and Social Development has scheduled to undertake registration of all willing non-unionised workers at Sub- County/ Town Council and Municipality levels from Wednesday 25th to Friday 27th November 2020 as this is to enable the Electoral Commission to conduct elections of 10 non-unionised workers on Friday 4th December 2020.
Hon. Kanyike also said that each district non-unionized workers conference will nominate 10 delegates to the Regional Non-Unionised workers conference. The regional conferences are responsible for the nomination of 10(ten) delegates from each region to the electoral college for the election of Workers’ representatives to Parliament.
However, a non-unionised worker can only participate in the process if they are a citizen of adult suffrage with a National Identity Card; registered to vote; holding an employment Identity Card and; NOT a member of any registered Labour Union.
The Minister called upon CAOs/Town Clerks/ ED KCCA and City Clerks to designate personnel who will be in charge of the registration of all willing workers to ensure that the activities remain on course. Labour officers will be responsible for the coordination of the whole exercise.
