Kazinda sentenced to 40 years in prison, fined UGx19b. Former Office of Prime Minister Principal Accountant Kazinda sentenced to 40 years; ordered to compensate Government 19Bn. Justice Margaret Tubulya has sentenced Godfrey Kazinda, the former Office of the Prime Minister Principal Accountant to 40 years imprisonment.
In the financial year 2011/2012, various Development Partners made various financial contributions as budget support meant for Peace, Recovery, and Development Plan for Northern Uganda (PRDP). The Irish Government contributed 4 million Euros. The Danish Government contributed 5 million DKK. The Swedish Government contributed 16 million Swedish Kroner.
The funds were not put to use the Government had planned and agreed with the donors. The Government was ultimately forced to refund a total of 26.4 million USD to the donors.
Kazinda was arrested in 2012 and arraigned before the Anti-Corruption Court in Kololo, Kampala where he was charged with abuse of office, fraudulent false accounting, and one count of causing financial loss.
Kazinda and his alleged accomplices were charged in court with 33 counts of forgery, 33 counts of causing financial loss, and three counts of conspiracy to commit felonies.
Kazinda was, however, convicted on all the counts while Mugisha and Atwine were acquitted by the court. Okello did not attend court and a warrant of arrest was issued by the court against him.
In November 2020, the court found him guilty of illicit enrichment and sentenced him to 15 years in jail. The judge consequently directed that Kazinda’s house and land at Kyadondo, Mengo West, and all cars including BMW, Mercedes Benz, ML class, Dodge be confiscated by the state.
Kazinda appealed against the conviction and the Constitutional court freed him as sentences were set aside.
However, the State re-appealed and won today (24th September) as Kazinda has again been convicted for illicit enrichment.
The Judge has further ordered the accused to compensate the government Shs19.2 billion.
