Electoral commission returning officers have this afternoon nominated the former aide to Gen Kale Kayihura and National Crime Presenters Forum Uganda boss Blaise Kamugisha for Chairperson National Youth Council for the elections scheduled for tomorrow 06th November, 2020 at St Lawrence school, Maya.
The commission had first rejected to nominate Kamugisha on grounds that he was over age to participate in the Youth elections. This caused chaos at the nomination/election venue; the supporters became intolerant and violent which pushed security to swing into action to calm the situation.
This has pushed the returning officers to nominate him as we await what will transpire from the legal fields since some of the competitors have decided to seek court intervention.
According to the National Youth Council (Councils and Committees) (Elections)Regulations, 2011the interpretation of a “youth” means a person between the age of eighteen and thirty years.
Today morning the Electoral Commission decided on the complaint in respect of the ineligibility of Mr. Blaise Kamugisha for purposes of participating in the National Youth Council and Committee Elections.
The Commission says that Kamugisha changed his date of birth with National Identification Authority on 28th October, 2020 after he had been elected to some offices.
In regard to the matter, the Commission does not have the mandate to quash Kamugisha’s victory and the power lies with the courts of LAW.
Kamugisha has participated in the National Resistance Movement youth primary elections which took place in Isingiro district on 2nd October, 2020 where he was elected and declared Chairperson of Rwencwera 1 village and Kyera parish and Secretary Finance at the district level in the Youth Councils.
